No, I think a medium or high pressure electrolyzer with no moving parts is the way to go.

You will not like the compressor prices either.

However, I will give you a list of vendors past and present for one of your possible reviewers to use. Maybe there is something new, that is less costly with vendors at this juncture. At least one of these manufacturers may be defunct, or acquired by another company, or been renamed over the years.
